Infrastructure engineering teams often have ambiguous or evolving technical ownership and relationships with product teams. E.g. a DevEx team may own the CI pipeline, but product teams own the tests and code that run in the pipeline. If a product team needs new cloud resources, should they provision it themselves, or ask an SRE to do it?
